This paper initially argues that NATO now faces two converging security threats -- 1) the al Qaeda-affiliated The Islamic State of Iraq and the Levant (ISIL), which controls territory on the Alliance’s border (Turkey/Syria) and most probably conducts terrorist operations on the territory of a member state (Turkey), and 2) Russia's reliance on local militias and terrorism to ferment instability and even annex territory. The paper then closes by suggesting ways to counter these particular types of threats.
