This paper explores the evolution of the dairy industry in Canada, why in the 1960s supply management was eventually implemented in the industry, and how international pressure resulting from bilateral trade negotiations has led Canada to reconsider its support for this policy. It also examines the role of international trade negotiations, largely sponsored by the General Agreement on Tariffs and Trade (GATT) and, after 1995, by the World Trade Organization (WTO), in addressing issues of agricultural protectionism and exceptionalism in the wider world.
