This report analyzes Brazil’s growing participation in UN peacekeeping operations since the end of the Cold War, outlining the magnitude, priorities and main features of this participation. The authors argue that Brazil’s growing commitment to peacekeeping is consistent with its post-2000 active search for emergent-power status. They also outline Brazil’s foreign policy dilemma: should the country adopt a distinct role based on normative principles (non-intervention and sovereignty, security and development) or emulate the traditional powers’ vision of the world?
