This report discusses developments in environmental policy and politics in Brazil between 2003 and 2013. According to the authors, key issues during this period included: 1) cutbacks in deforestation and the ensuing reduction in Brazil’s carbon emissions; 2) the slowing down of hydropower projects as a result of environmental requirements and societal opposition; and 3) the initial encouragement of biofuel production and subsequent neglect following the discovery of oil reserves. There were also three sequential trends in Brazil's environmental agenda: continuity of former policies, an upward trend towards sustainability and a downward trend.
