This memo proposes a series of policy recommendations to promote the development of civil society in Central and Eastern Europe (CEE). It maintains that educational programs for youths are necessary to stem apathy among young people and provide them with necessary skills and community ties. Furthermore, it argues that for civil society organizations to be able to provide much-needed oversight and monitoring of state activity, they need to be functionally and financially independent from government institutions. Finally, it suggests that those who wish to encourage civil society growth in CEE must encourage innovation and maintain an open mind about what the concept of civil society entails.
