This bulletin argues that if Ukraine improved its energy efficiency, it could reduce its energy dependence on Russia, enhance its economic competitiveness and improve the state of its budget. To make this argument, the author reviews the magnitude and causes of energy inefficiency in the country’s power and heating sector as well as its industry and household consumption. He then recommends financial, regulatory and institutional reforms that could increase energy efficiency in Ukraine and makes suggestions on how the EU could support this process.
