This paper looks at Russia's proposed constitutional reforms for Ukraine and what would happen if they were implemented by the country. The author argues that the reforms would transform Ukraine into a federal state, one that would considerably favor the eastern and southern regions of Ukraine, to which Moscow has close ties. He suggests that the adoption of these reforms is therefore unacceptable as it would undermine Ukraine's sovereignty. However, he also says that the existing model of governance is unsustainable and that Kiev will have to grant its regions self-governing powers.
