This paper analyzes Germany’s response to Russia’s intervention in the Ukraine and annexation of Crimea. The author first highlights the traditional division within the German political elite regarding the country’s approach to Russia. He then examines Germany’s reaction to the events in Ukraine and argues that, despite appearances, there is no rift between Chancellor Merkel and Foreign Minister Steinmeier’s positions. The author also discusses the opposition of German business leaders and the public to a strong stance against Russia. He concludes that Germany remains constrained in its ability to apply a hard-policy approach to Russia.
