This paper examines the reason why Israel and Hezbollah have remained at peace since 2006, even though they have not addressed the causes of their previous conflicts. The author argues that conflict has not broken out because a system of deterrence has been built up by the two actors, as both recognize that another round of conflict would be devastating and because neither could eliminate the threat of retaliation from the other in an attack. However, the author also emphasizes that the situation is not stable and developments in Syria's civil war, Lebanese politics and other factors could end the stand-off.
