This paper looks at cyber technology, suggesting it may not only change the conduct of war itself but the way governments and others initiate hostilities and war. The author contends that in light of this, existing international laws need to be reviewed to make sure they address the capabilities and accountability of cyber operations in conflict and war. Furthermore, he says it is crucial that this negotiation process involve China and Russia, as well as other states.
