This brief offers defense reform recommendations for the Indian government elected in May 2014. Specific recommendations include 1) the appointment of a Chief of Defense Staff and a Senior Officer for Defense Preparedness; 2) the enunciation of a National Security Strategy and a Defense Exports Policy; 3) the setting up of Defense Technology, National Maritime and National Aerospace Commissions; 4) amending the Defense Procurement Procedure; and 5) improving soldiers’ welfare. For each recommendation, the author discusses its relevance, implications and contribution to defense preparedness and capability development.
