This brief takes stock of Libya’s post-conflict reconstruction activities and describes what the EU could do to facilitate the country's economic and political stabilization further, including building a post-oil economy. The EU's success, however, will ultimately depend on the Libyans’ willingness and ability to build effective and inclusive political processes for themselves.
