This paper examines the principles, norms, rules and procedures that are involved in cyber governance and their future. The author contends that predicting the future of the structures that will govern cyberspace is difficult but that establishment of a single overarching regime seems unlikely for now. He also suggests that instead of global agreements on cyber governance, like-minded states may act together to avoid destabilizing behavior in cyberspace, and later try to generalize such behavior to a broader group of actors through means ranging from formal negotiation to development assistance.
