By looking at different historical case studies, this paper provides assorted 'lessons learned' for today's humanitarian actors. More specifically, it focuses on three contemporary areas of interest -- 1) counterterrorism laws and policies; 2) stabilization activities and counterinsurgency; and 3) negotiating with armed groups in coordinated ways.
