This commentary focuses on the structural obstacles to political and economic reforms in Algeria, which it believes are clearly necessary. One of the more obvious impediments to change is the country's political, military and business elites, who are unwilling to threaten their sinecures and status. Their doing nothing, however, is no option -- i.e., deferring reforms is probably riskier in the long run, both for Algeria and Europe, than starting to initiate them now.
