This monograph examines the threat of cyberterrorism before and after STUXNET, a notorious 2010 malware that enabled cyber-attacks against industrial control systems. More specifically, the text addresses three questions -- 1) Motive—are terrorists interested in launching cyber-attacks against US critical infrastructures? 2) Means—are terrorists building the capabilities and skills needed for cyber-attacks? And 3) opportunity—How vulnerable are critical US infrastructures today? The monograph concludes that STUXNET technology has not changed the near-term likelihood of cyberterrorism, which remains low, but it has serious implications for the future.
