This commentary looks at the European Commission (EC) infringement proceedings (initiated in December 2013) against countries that signed intergovernmental agreements with Russia in the context of the South Stream gas pipeline construction. The author argues that since the South Stream project is inconsistent with anti-trust policy and EU energy market liberalization rules, the EC should continue putting pressure on Russia to renegotiate its intergovernmental contracts according to EU legislation.
