Why does Northern Kosovo remain a volatile and insecure region? To answer this question, this report examines the decisions made by KFOR starting in 1999. It concludes that the 'security first' approach to peacebuilding that was adopted at the time, along with the various national caveats that existed within KFOR, led to decisions that became the sources of protracted insecurity in Northern Kosovo.
