This report argues that the US should 1) adopt a strategy that limits the global proliferation of armed drones, and 2) ensures their use is consistent with international law and norms. Promoting anti-proliferation measures is appropriate because drones can indeed destabilize international relations, intensify conflict, and deploy biological and chemical agents. In the case of complying with international law and norms, the report recommends ways that the US might push matters along by developing clearly articulated regulations on the exporting of drones.
