This paper is a transcript of a US Congressional testimony on the national security and foreign policy implications of exporting liquefied natural gas (LNG). The author argues that Washington has a unique opportunity to use this newfound source of energy to revitalize US global leadership and further its national security and foreign policy interests. LNG exports, she maintains, will bolster the US economy, improve the energy security of its partners abroad, and allow the US to more effectively spur and support multilateral action to counter international security threats. She therefore maintains that a new national energy policy should embrace a more flexible and supportive regime for LNG exports.
