This commentary examines how Turkey’s foreign policy has responded to the civil war in Syria. Basically, it concludes that Ankara’s fear of risking deeper involvement in the conflict has yielded a policy that has been restrained, reactive and focused mainly on defending Turkish territory. Such a policy has its virtues, but it doesn’t offer any security guarantees, nor does it prevent a weakening of Turkey's regional position.
