This expert brief argues that the popularity of e-cigarettes presents an enormous opportunity for public health, which the United States is at risk of squandering by regulating these products as tobacco. The author explains the reasons why e-cigarettes are classified in the US as tobacco products, despite the fact that they do not contain tobacco, and discusses the implications of this decision. He argues that if e-cigarettes were regulated under drug and device rules, they could enjoy freer use and contribute to the eradication of smoking.
