This commentary examines the response of the EU and its member states to the refugee crisis created by Syria's civil war as well as the state of the Union's mechanisms that are supposed to enable its states to share the burden of dealing with refugees. Overall, the authors suggest that the EU response has been primarily through offshore financial and technical support. They also contend that the EU has fallen short in terms of facilitating the resettlement of refugees within its borders and that its burden sharing programs have, at best, best ad hoc and limited.
