This bulletin discusses the local elections in Georgia which took place on June 15 2014, including the electoral campaign and outcome, as well as the state of local government reform in the country. The authors contend that although this reform has not yet addressed the crucial issue of delegating financial powers to local government, it has started the transfer of power to the local level. They also suggest that the local government reform could be used as a model in other Eastern Partnership countries and discuss what part the EU and its member states should play in these efforts.
