This report analyzes present and future US Unmanned Aerial Vehicles (UAV) policies. After 1) briefly outlining the military and national security benefits of UAV technologies; 2) tracing how the US both develops and exports UAVs; and 3) questioning the use of lethal drones outside of traditional battlefields, the report concludes with eight major recommendations, including how to improve oversight and accountability in UAV strikes; develop international norms on how to use lethal UAVs in 'nontraditional' settings; and devise UAV export control and R&D policies.
