This paper examines the EU’s global role in cybersecurity and its ongoing cooperation with other actors in this area. In particular, the paper synopsizes 1) the EU’s cybersecurity strategy and how it has evolved over time, 2) the implementation challenges the strategy still faces, and 3) Brussels’ role as a reliable, albeit still limited, interlocutor on transnational cyber issues.
