This report outlines the US Army Total Force Policy, the aim of which is to integrate the US Army's active and reserve components and examines the reforms that might be necessary in this policy's implementation. The authors also examine the implications of this policy and the potential obstacles that could disrupt successful reform. They also provide recommendations to help mitigate these obstacles and help the “three armies” of the US force - the Active Component, the Army Reserve, and the Army National Guard - engage in a successful and meaningful reform effort.
