This paper examines the functions that secret back-channel negotiations can play in international affairs. More specifically, it 1) provides an overarching theoretical analysis of this particular type of negotiation, 2) discusses the factors that prevent such talks from getting off the ground in the first place (as illustrated by the US and Iran in 2003), and 3) considers the role secret negotiations played in reviving the latest discussions over Tehran’s nuclear program.
