This paper evaluates the chances of success of Turkish Prime Minister Erdogan’s decision to negotiate with the jailed head of the Kurdistan Workers’ Party (PKK) to resolve the Kurdish question. The author contends that negotiation should be acknowledged as a key component of counterterrorism efforts and outlines the key factors that determine the likelihood of a successful negotiation. Based on these, she argues that given the PKK’s suitability as a negotiating partner, Erdogan's negotiations are likely to succeed.
