This paper analyzes EU-Brazil engagement in international development, including their interaction in multilateral forums as well as trilateral cooperation with third-party developing countries. The author suggests that Brazil's scope for engagement is limited by its use of a North-South discourse that places actors on opposing sides. Yet, she also suggests there are opportunities for them to build alliances around specific thematic issues. With regard to trilateral cooperation, the author suggests there is a mismatch between what has been pledged in these arrangements and actual operation capacity, but that both sides could learn from such cooperation.
