This paper looks at the attempts by the EU and its member states to deal with their maritime migration problem in the Southern Mediterranean. In theory, the goal is to sustain efficient border controls AND protect migrants at sea. In fact, however, the balance isn't right -- i.e., prevention and deterrence continue to trump protection.
