This report examines the reasons why the local council elections scheduled for July 2013 in Puntland, Somalia failed to take place. It reviews the context of and challenges to the elections and sets out a number of recommendations for the Puntland authorities and the international community on how to advance and support inclusive and representative governance processes in Puntland, and in Somalia more generally.
