This commentary discusses the proposed reforms to Ukraine's system of territorial administration following the toppling of former Ukrainian president in early 2014. The author begins by examining the existing system before discussing the main objective of the reforms, which is the devolution and delegation of power, together with adequate financial means, to representatives of local communities. She then makes a set of recommendations on how these reforms could be implemented.
