This paper explores options for how to assess global public opinion as well as how to use this information as a means for improving the decisions of international bodies and national governments regarding global issues. The authors first examine problems involved in ascertaining the preferences of citizens and survey some common public opinion gathering approaches. They then make the case for a specific approach—deliberative polling—and explore possibilities for using it to help address the weakness of the global political system.
