This paper advocates for the development of closer relations between Pakistan and Russia. After showing that Russia lacks a cohesive South Asia strategy, the author discusses the security threats Pakistan may face in the coming years and argues that Pakistani and Russian security interests are increasingly intertwined. He maintains that developing relations would benefit both countries, and examines some of the existing obstacles to closer cooperation. He also comments on the prospects of ongoing dialogue on civil nuclear cooperation between the two countries and outlines the steps Moscow can take to improve relations with Islamabad.
