This paper reviews the changing foreign policies of Saudi Arabia and Qatar in the aftermath of the Arab Spring. In doing so, it first highlights the domestic and geopolitical similarities between both countries. The paper then analyzes the foreign policies of both states, how they have changed as a result of the Arab Spring, and the causes and consequences of these changes. Finally, the paper assesses the largely negative impact Qatari and Saudi policies are having on democratization in the Gulf region.
