This article assesses the effectiveness of innovative outreach efforts adopted during the criminal tribunal for leaders of the Khmer Rouge in Cambodia. It argues that international or internationally-supported criminal tribunals are essential to obtain justice for victims, promote the rule of law and community reconciliation. However, limited or ineffective strategies to connect the tribunal with the affected population can negate this wider potential. The author shows how a comprehensive media strategy, including a TV series, can help bridge this gap.
