This bulletin discusses the reasons behind the increase in the frequency and scale of Russian military maneuvers between December 2013 and June 2014. To do this, the author reviews the military exercises executed, their locations and the military personnel and equipment involved. She then argues that the boost in the number of maneuvers is not only meant to test the effects of Russia's military reforms, launched in 2010, but also to demonstrate the strength of the Russian army to potential opponents - mainly NATO - as well as its own allies in the post-Soviet region.
