This paper proposes a 12 point plan for the EU to improve relations with its eastern neighborhors by offering countries greater political choices regarding their engagement with the EU. This plan focuses on a more nuanced policy towards Russia, stronger regional ties between Eastern partners, tailored EU conditionalities, an integration approach better suited to Eastern Partnership countries, as well as improving EU political capacities in the region. The paper concludes with policy recommendations for Poland on how to contribute to the development of the Eastern Partnership.
