How should the US respond to the emerging battle between illiberal governments and the parts of their civil society that want to increase their own political space, especially in countries such as Venezuela, Zimbabwe, Iran, and Thailand? This paper contends that the US government should forge a new type of diplomacy that engages with these types of civil society groups, even if it means upsetting authoritarian governments that are US allies.
