This analysis examines China's evolving climate change policies. More specifically, it argues that 1) China has indeed taken significant steps to reduce greenhouse gas emissions; 2) Beijing’s policies have been driven mainly by domestic considerations, although anxieties about its tarnished international standing has also been a factor; and 3) a growing number of actors - including provincial governments and experts - are attempting to influence climate policy within China, which then provides greater opportunities for outside actors to engage on the issue.
