How should the Afghan government go about standing on its own feet after 2014? According to this paper, Kabul should opt for a “Transitional Decade” – i.e., it should adopt a ‘governance mechanism’ created in concert with the UN. To give this recommendation needed weight, the paper goes on to provide various justifications for the project, highlights the objectives it should pursue, and describes how it could be both organized and funded.
