This brief discusses local security arrangements (LSA) in the Greater Upper Nile region of South Sudan and how they affect security in the region. In particular, the author focuses on the ways in which LSAs reflect the problems of local security and cultural norms surrounding the role of youths in providing protection for their own communities. He also examines the security environment in the Greater Upper Nile region, the state security policies and practices that influence the formation of LSAs, and some of the security challenges created by LSAs.
