This is a transcript of a testimony given by CGD’s Todd J Moss before the US Congress Subcommittee on Energy and Power on the role of US policy in promoting international access to energy. Among other issues, Moss addresses 1) the differences between levels of access to energy around the world and the harm they cause; 2) the role that the US should play in closing this energy gap; and 3) what the US must take into account when looking at how to adapt its energy policy to close the energy gap.
