This paper examines how armed groups are using illicit artillery rockets as improvised light weapons, and the threats they pose to military and civilian targets. In doing these things, the paper also 1) identifies who is manufacturing the rockets; 2) considers how they continue to be illicitly used by armed groups in Afghanistan and Iraq; and 3) wonders how effective the Arms Trade Treaty will be in helping curb the transfer of these weapons.
