This monograph evaluates how effective the Shanghai Cooperation Organization (SCO) has been as a vehicle for Central Asian cooperation. It does so by 1) reviewing the SCO's history, 2) comparing its stated aspirations with its actual accomplishments, and 3) gauging the organization’s future potential. After accomplishing these steps, the monograph's authors conclude that with the exception of the Regional Anti-Terrorist Structure (RATS), the SCO has done little more than serve as a platform for China and Russia to blunt Western activities in Central Asia.
