Strong Russian opposition to US plans for ballistic missile defense (BMD) in Europe is likely to intensify further through 2015-16 as Phase III of the European Phased Adaptive Approach is implemented. This monograph examines a number of fundamental reasons why Russia is alarmed at the US' BMD plans in Europe. The authors present recommendations for managing the US/Russia relations in the context of missile defense and draw conclusions for the purpose of managing the dialogue over missile defense plans not only with Russia as an opponent, but also with European NATO allies as partners and hosts.
