This monograph explores the Russian approach to counterterrorism and how it might dovetail more effectively with US approaches to the problem. While zeroing in on this broader topic, the monograph also 1) details Russian definitions of terrorism; 2) highlights the roles played by the ‘Russian security pyramid’ (i.e., the country’s president, the Security Council of the Russian Federation [SC] and the National Anti-Terrorist Committee [NAC]); and 3) analyzes how these state organs conduct actual counterterrorism operations. Finally, the monograph explores the prospects for future Russia-US cooperation in this sphere.
