In this US congressional testimony, CFR's Max Boot explores how the US should respond to the recent military advances of the Islamic State of Iraq and Syria (ISIS). In Booth’s view, Washington should limit its response – i.e., it should deploy a limited force of American trainers, special operators, air controllers and intelligence agents in order to mobilize indigenous opposition to the ISIS threat.
