This paper explains the reasons behind the growth and endurance of organized crime in Cape Town, South Africa. The authors argue that organized criminal networks operating in Cape Town are deeply integrated into the sociopolitical system and local economy of the city. State interventions to tackle the problem need to acknowledge this fact and be more holistic and more carefully considered.
